European leaders are convening in Paris for an emergency summit on Ukraine as the Trump administration pushes ahead with negotiations to end the war—without European involvement. The meeting follows Washington’s surprising announcement that it would engage in direct peace talks with Russia, a move that has alarmed European allies and Ukrainian officials.

European Leaders Express Concerns Over Exclusion

UK Prime Minister Keir Starmer called the Paris summit a "once-in-a-generation" opportunity to secure Europe’s national security, emphasizing concerns that both Ukraine and its European allies risk being sidelined in critical peace discussions. The leaders of Germany, Italy, Poland, Spain, the Netherlands, and Denmark, along with key EU and NATO officials, are in attendance at what French President Emmanuel Macron has described as an "informal meeting."

The exclusion of European voices from US-led negotiations has raised fears that Washington may make key concessions to Russia without input from Ukraine or its allies. These concerns intensified following Trump’s recent phone call with Russian President Vladimir Putin, which set the stage for immediate negotiations on ending the war.

US Opens Talks Without Ukraine or Europe

The Trump administration has sent Secretary of State Marco Rubio, Middle East Special Envoy Steve Witkoff, and National Security Adviser Mike Waltz to Saudi Arabia to begin preliminary discussions with Russia. Saudi officials confirmed they would play a mediation role in the talks set to commence Tuesday. However, Ukraine has been notably absent from these discussions, despite Trump’s claims that Kyiv would eventually be involved.

In response, Ukrainian President Volodymyr Zelensky made a firm declaration on Sunday, stating that he "would never accept any decisions between the United States and Russia about Ukraine." His remarks underscore Kyiv’s fears of being strong-armed into a settlement that does not align with its national interests.

A Fractured Alliance?

Tensions between Washington and its European allies have grown as Trump’s stance on NATO and Ukraine diverges from the unified front previously maintained. US officials have insisted that the negotiations with Russia are an initial step toward gauging Moscow’s willingness to end the war. Secretary Rubio emphasized that Ukraine and Europe could still play a role if talks advance in a meaningful way.

Despite these assurances, European leaders remain skeptical. Writing in the Daily Telegraph, Starmer even suggested that British troops might be deployed to Ukraine to enforce any future peace agreement—a move that underscores the gravity of the situation in Europe’s eyes.

Macron Calls for Europe to Take a Central Role

French President Macron reaffirmed the importance of European involvement in shaping Ukraine’s future. Over the weekend, he held discussions with Saudi Crown Prince Mohammed bin Salman, stressing that Europe must remain at the heart of efforts to foster peace in Ukraine. His call for European leadership reflects a broader concern that the continent's security should not be dictated by external powers.
