KYIV, Ukraine (AP) — Ukraine is seeking to leverage its rich mineral resources to ensure continued U.S. military support, proposing a deal that would grant American companies access to its untapped deposits of rare earth elements. These elements, crucial for modern technology and defense applications, could become a vital asset in Kyiv’s strategic partnership with Washington.

Ukraine’s Proposal for Military Aid in Exchange for Minerals

Earlier this month, U.S. President Donald Trump expressed interest in securing rare earth elements from Ukraine, an idea initially floated last fall by Ukrainian President Volodymyr Zelenskyy. According to Andrii Yermak, Zelenskyy’s chief of staff, Ukraine is eager to collaborate with the U.S. on developing its mineral industry.

“We have significant potential in the areas we control,” Yermak stated in an exclusive interview with The Associated Press. “We are interested in working with our partners, primarily the United States.”

The Importance of Rare Earth Elements

Rare earth elements consist of 17 minerals essential for various technologies, including smartphones, hard drives, and hybrid vehicles. While Trump has not specified which elements he seeks, Ukraine’s mineral wealth extends beyond rare earths to include lithium, titanium, and uranium—materials with critical industrial and military applications.

However, approximately 40% of the country’s metallic mineral resources are currently inaccessible due to Russian occupation, underscoring the urgency of developing the remaining deposits.

The European Commission has recognized Ukraine as a potential supplier of over 20 critical raw materials, suggesting that Ukrainian mineral development could strengthen the European economy if the country eventually joins the European Union.
